Kabul Municipality: Fresh Fruits and Vegetable Market Levies

PriSEC recently conducted an assessment of the practice of exempting fresh fruits and vegetable sellers in Kabul from municipality levies. This document presents an assessment of the issue and PriSEC’s work to resolve it whilst also pointing to deeper issues that are worth examining and addressing. Recommendations include: reviewing and harmonizing relevant decrees and other high official decisions, and considering mandatory private sector arbitration to resolve commercial disputes in Afghanistan.
